Terms and Conditions of Use

1. Basic Provisions The Terms and Conditions of Use apply to the internet portal www.oglas-hr.com with all subdomains and web pages and mobile phone applications belonging to the domain oglas-hr.com, hereinafter referred to as the Oglas-hr.com internet portal. The Oglas-hr.com internet portal is owned by the company Oglas-hr.com, hereinafter referred to as Oglas-hr.com. A user is any person who accesses and/or uses the services of the Oglas-hr.com internet portal, which includes unregistered users, registered users and business entities that use the services of Oglas-hr.com on the basis of a contractual relationship.

2. General Provisions By accessing these pages, you accept all the rules and conditions of use of the Oglas-hr.com internet portal. We reserve the right to change, modify and supplement the Terms and Conditions of Use of these pages at any time. Changes come into force at the time of publication. The user is obliged to regularly read the Terms and Conditions of Use and it is considered that by accessing the Oglas-hr.com website, he/she is familiar with the current rules and conditions of their use. For the purpose of using the services of the Oglas-hr.com website, the user undertakes to register and fill in the necessary data and contact information in the registration form. The user has the option of registering and logging in to Oglas-hr.com using the data for accessing social networks that are available on Oglas-hr.com at the time of use and through the social network interface gives explicit consent to the use and storage of the necessary data. The collection of the requested data is carried out in accordance with the needs of the service for which the user has registered, and for advertising it is based on the Act on the Prohibition and Prevention of Unregistered Activities. Oglas-hr.com does not offer its services for use by persons under the age of 16. The user guarantees the accuracy of the data provided with criminal and material liability and is obliged to keep the data accurate and up-to-date. By registering on Oglas-hr.com, the user allows the storage, use and processing of the specified data for the purpose of system operation, sending system messages and communicating with user support via e-mail and telephone. Oglas-hr.com undertakes to use this data only for the purposes for which it was obtained and in accordance with applicable regulations. The user has the right at any time to request the closure of his/her user account and deletion of data. Oglas-hr.com will close the user account and ads of that user no later than 48 hours after submitting the request, unless the user cancels the closure within the specified period. The user will receive all notifications about the procedure for closing the user account and deleting data to the e-mail address that he/she registered for the purpose of using the services of the Oglas-hr.com website. Oglas-hr.com may publish prize games or questionnaires of its partners on the online platform, and the user may voluntarily participate and enter his/her personal data. Oglas-hr.com does not store or process data entered by the user in such a way and is not responsible for data security and disclaims any damage that may occur to the user in that case. Oglas-hr.com may enable a third party to publish a prize game for users. Participation in the prize game is regulated by the rules of the third party that organized the prize game, and Oglas-hr.com is not responsible for the organization and results of the prize game. Oglas-hr.com takes care of the protection of personal data in accordance with applicable regulations and the Privacy Policy, which regulates in more detail the collection of personal data, its use, security, storage, deletion, transfer and use of tools. Business entities that are users of Oglas-hr.com services are fully responsible for the personal data they collect and enter, and are obliged to inform the persons whose data they enter with the purpose and legal basis for processing their data. Business entities are solely responsible for the content and accuracy of the entered personal data, and natural persons who use Oglas-hr.com services on behalf of a business entity can exercise all rights via the contact information provided with the user account. The user is obliged to take care of the security of his/her user password and change it periodically. The password and unique verification codes must not be shared with anyone. The user is fully responsible for all damage caused by unauthorized use of access rights, as well as all content published under his/her user name. Oglas-hr.com is not responsible for cases of misuse of the user password or unique code, but as soon as the user reports probable misuse, it may act accordingly. Oglas-hr.com is authorized at any time to suspend the user account of those users who violate these Terms and Conditions of Use or in some other way slow down or disrupt the operation of the Oglas-hr.com internet portal. If the user account has not been active for three years, Oglas-hr.com will contact the user using some of the user data that the user left during registration.

The user is obliged to take care of the security of his/her user password and change it periodically. The password and unique verification codes may not be shared with anyone. The user is fully responsible for all damage caused by unauthorized use of access rights, as well as all content published under his/her user name. Oglas-hr.com is not liable for cases of misuse of the user password or unique code, but as soon as the user reports probable misuse, it may act accordingly. Oglas-hr.com is authorized at any time to suspend the user account of those users who violate these Terms and Conditions of Use or in some other way slow down or disrupt the operation of the Oglas-hr.com website. If the user account has not been active for three years, Oglas-hr.com will contact the user using some of the user data that the user left during registration, in order to confirm whether he/she wishes to continue using the account. If the user does not confirm this or does not respond, i.e. if the user cannot be contacted on any of the data he left, and all within the time limit determined by Oglas-hr.com, Oglas-hr.com is authorized to close the account without delay and start deleting the data. Oglas-hr.com is authorized to remove user profile photos at any time, without prior notice, if the profile photo contains illustrations of hate speech or swearing, pornographic content, a logo (unless it is an Oglas-hr.com store service), a photo of another person, a photo from someone else’s user profile, a photo that is protected by copyright or other content that is considered inappropriate. Oglas-hr.com reserves the right, in addition to closing the user account, to take other appropriate measures against users who violate these Terms and Conditions of Use. The conditions and relations between the user and the company Oglas-hr.com are subject to the laws of the Republic of Croatia. In case of dispute, the court in Zadar is competent.

For all announcements, advertisements, messages, texts, images, photographs, videos, offers, catalogues, vouchers and other material (hereinafter referred to as: content) published on the pages, transferred through the pages or connected by an electronic link (link) from the pages, the person from whom such content originated is solely responsible. Oglas-hr.com does not provide any guarantees regarding the accuracy, completeness or authenticity of such content. In the event of any claims by third parties for damages or on any other basis, which would be in connection with the content submitted by the user, the user assumes full responsibility, as well as the obligation to take all actions to defend and protect Oglas-hr.com from all such claims. The user undertakes to compensate Oglas-hr.com for any costs and all damages that would arise based on claims by third parties, and on any basis related to the material submitted by the user.

It is prohibited to order and publish content that is illegal, harmful, threatening, abusive, harassing, defamatory or in any way harmful to minors. Content containing personal data of other persons without their express consent is prohibited. The user undertakes not to publish content that is contrary to the law, other regulations and the Constitution of the Republic of Croatia. The user specifically undertakes not to sell or advertise the sale of goods or the provision of services that would violate the copyright and related rights of third parties.

All potential disputes arising from the relationship between the user of Oglas-hr.com and the advertiser (arising from the truthfulness of the data about the user or the content of the offer, the subject, the price of the offer, the duration of the action, etc.) are resolved exclusively between the users. Oglas-hr.com is not liable for any damage of any kind arising as a result of such relationships.

In order to improve its service, Oglas-hr.com uses and analyzes the data it has about its users, including data about user interests, activities and reviews, and in order to select and personalize advertisements and other marketing communications that promote Oglas-hr.com products and services. Oglas-hr.com uses two systems for recommending users:

3. Recommendation system based on user activity Ads that the user has viewed are tracked and ads that have been viewed frequently by users with similar browsing patterns are displayed. If there is no information about user activity (or the user has not accepted cookies), popular ads are displayed according to the total number of views.

4. Recommendation system based on ad similarity Images, titles, descriptions and basic information about the ad are compared. The importance of each parameter depends on the ad category.

To make it easier to search for ads, Oglas-hr.com stores information about recent searches and displays them to the user when they next visit the website, and the user can delete them independently.

As an additional function for registered users, Oglas-hr.com offers the option of notifying them via email or sending notifications in Oglas-hr.com mobile applications. Oglas-hr.com does not assume responsibility for timely or detailed notification of users.

Copying and using any part of the Oglas-hr.com website, including data provided by users, is not permitted without the prior written permission of Oglas-hr.com.

Oglas-hr.com is not liable for any damage that may arise due to interruption of availability, non-publication, or deletion of content or misuse of publicly published data.

Oglas-hr.com is not liable for any costs that may arise to the user, which may arise due to the use of the Oglas-hr.com website and the Oglas-hr.com application for mobile phones.

The Oglas-hr.com website contains links to websites of other servers. Oglas-hr.com is not liable for the content of third-party websites, does not guarantee and does not assume responsibility for harmful, illegal content or other legal violations on third-party websites. Oglas-hr.com will remove any link or content as soon as possible after it is fully convinced that it violates positive legal regulations or is in any way harmful or undesirable.

For certain categories of ads, the user may or must use the PayPal card service in accordance with additional terms of use of the PayPal service, and according to the Rules on the availability or use of the PayPal service by category.

5. Submitting an ad to Oglas-hr.com

Oglas-hr.com is intended for public posting of ads and related services that enable the most efficient posting and searching of ads. By submitting a request to post an ad, the user agrees that personal data will be published along with his/her ad on Oglas-hr.com, as set in the settings or entered in the ad content, which can be seen by all persons with internet access. The user may request deletion of the ad for any reason by logging into his/her user account and confirming the deletion of the ad.

Ads must be written in Croatian.

The ad must contain specific information about the item being sold. The description must refer only to the item being sold. Advertisements are not permitted to advertise other items, services, demands or anything else that is not directly the subject of sale. Users who have an Oglas-hr.com store or Oglas-hr.com service open on the Oglas-hr.com website can enter additional information about their physical or web store in the fields provided for that purpose.

Images in the ad must be images of the item being sold. The publication of logos, banners and similar content is not permitted.

Product lists are not permitted. Only one item of sale may be entered in one ad, unless it is a set. (Example: it is permitted to sell “a table and four chairs” in one ad, but it is not permitted to sell “skis and a motorcycle” together.)

The ad must belong to the appropriate section in terms of content.

The title of the ad must describe the item of sale. It is not permitted to enter the names of other websites or several identical characters in a row in the title (e.g. *** car engine ***).

Ads that invite participation in network marketing schemes and pyramid schemes are not permitted. Similarly, ads that invite playing illegal games of chance are not permitted.

A user may only have one username and may only submit one ad for one item. It is not permitted to change the item of advertising within a purchased ad package, nor is it permitted to publish an ad for the same item in two different sections. The user account name may only be used once for registration.

When a newly registered user, within a certain period after registration, submits a certain number of ads with an additional service included or receives a certain number of applications for an ad submitted in a certain period, the ads will not be visible on the page until they are reviewed by customer support.

Business entities: companies, craftsmen, associations and agencies sell items and submit advertisements exclusively through the Oglas-hr.com online portal through the Oglas-hr.com store. If they perform a service activity, they can present it in the Oglas-hr.com services. Reselling the Oglas-hr.com store is not allowed.

Internet links: only linking to an additional description of the item is allowed. Links to sites that advertise various services are not allowed. Only users who have an open Oglas-hr.com store can place links to their own web store outside the portal. Links to sites that are in competition with Oglas-hr.com are not allowed. Oglas-hr.com reserves the discretion to approve or reject the link.

Oglas-hr.com reserves the right to delete or not publish ads that do not meet the criteria or are in conflict with these rules.

Oglas-hr.com has the right to remove, edit, modify or refuse publication of ads, without notice, in the following cases:

• the ad is submitted to the wrong section • the product or the advertiser infringes copyright or other intellectual property rights • the product may cause damage or violate the rights of others • the content of the ad contains discrimination, pornography or illegal materials • the ad contains several products or services that are not in the correct categories • the ad is offensive • there is a suspicion of advertising stolen or illegal goods • the ad violates the quality of the content • a demand is advertised • there is a suspicion of abuse of the portal • the price is not the actual selling price • the ad is in conflict with to the advertising rules from the annex to the Terms and Conditions • Oglas-hr.com can perform proofreading interventions without changing the content of the ad

By publishing an ad, the user undertakes to respond conscientiously to the inquiries of other users. The user must have an active e-mail address and regularly check the inbox.

By requesting to publish an ad, users irrevocably authorize Oglas-hr.com to use, copy, publish, and distribute the content in other media. Oglas-hr.com will not publish the user’s personal data in other media, but only the content of the ad and the link to the portal.

Oglas-hr.com does not guarantee that the user will be able to access the content of the ad after it expires. It is recommended that the user store the content and images of the ad themselves.

Electronic communication between Oglas-hr.com users is intended exclusively for conversations related to the advertisement, for the purpose of: • informing about the details of the advertisement • concluding a transaction • informing about other products/services if the advertiser is a business user

Users are obliged to: • regularly check and respond to messages • read the description of the advertisement before sending an offer

Users are not allowed to: • promote other services • send links to other Internet locations • offer mediation • offer business cooperation that is not advertised • impersonate others • ask for donations • agree on prices with other advertisers • swear, insult, use hate speech • send threats • use robots or scripts for automated message sending

To protect users, Oglas-hr.com may, without notice: • check and analyze the content of messages • temporarily retain messages • permanently cancel message delivery • exclude the user from communication • delete messages older than 2 years

6. Payment services

It is not possible to obtain a refund or use the funds paid for the unused part of paid advertisements or to return the funds that users have have on Oglas hr.com Balance in the event of account termination, deletion and deactivation of an advertisement due to violation of these Terms and Conditions of Use. Funds paid into an Oglas hr.com user account can only be used for advertising on the Oglas hr.com website and the user does not have the right to transfer these funds partially or in full to another user, to another account, exchange them for another service or obtain a refund.

In the event of exercising the right to a refund of funds paid, the user has the right to a refund only of funds that were realized via bank transfer, bank cards and KEKS Pay. Refund of funds realized via other payment methods such as SMS messages, Paysafe vouchers or refund of the awarded Oglas hr.com bonus is not possible, but funds paid via SMS messages are taken into account when calculating the balance for a refund, in the manner described in this article.

Funds paid into the Balance via SMS and prepaid vouchers (Paysafecard) can only be used for advertising on the Oglas hr.com website and cannot be transferred to another user in any way or obtained a refund.

In the case of exercising the right to a refund of a proportional or full amount of the balance on the user’s account, which was created by applying several payment methods (e.g. bank transfer and SMS messages), when calculating the refund amount, the priority of calculating the spent part of the paid funds is determined so that the primary method of payment is taken:

2. card payment

3. KEKS Pay / To be announced

4. prepaid voucher (Paysafecard) / To be announced

5. payment via SMS / to be announced

Refunding of funds paid from the user’s account that also contains the awarded Oglas hr.com bonus will be completely canceled.

If the user has an unused amount on the Balance for more than two years, the unused funds will be deleted after the 2-year period. The user will receive all notifications about the procedure for deleting the unused amount of the Balance to the email address they registered for the purpose of using the Oglas hr.com internet portal services.

Refunds made with bank cards can be made within 1 year from the time the payment was made, and the refund is made exclusively to the card account from which the payment was made.

Refunds made through KEKS Pay can be made within 1 year from the time the payment was made, and the refund is made exclusively to the account from which the payment was made.

Refunds of funds paid after the closure of a trade or business entity are not possible. The user must request a refund of funds before closing all accounts if they are entitled to do so.

Payments without a reference to the number and other data used to link the payment to the Oglas hr.com user are returned to the IBAN from which the payment was received one month after the payment was made via bank cards.

For payments without a reference to the number and other data used to link the payment to the user, made by bank or post office payment slip, Oglas hr.com will not be able to issue a refund. The user has the right to identify their payment within 1 month of the payment, which will then be allocated to the user’s Balance.

7. Oglas hr.com catalogs

The Oglas hr.com website also includes the Oglas hr.com catalogs service, which allows users to search and compare offers and catalogs of local retailers for free.

On katalozi.oglas-hr.com, advertising and presentation of promotions, as well as individual products and services, is always clearly separated from the portal’s own content. Advertisers, business partners or any third party cannot influence the content of the portal.

The publication of data of an individual merchant, manufacturer or service provider on the Oglas hr.com internet portal does not mean that Oglas hr.com recommends that product, merchant, manufacturer or service provider.

The offers and catalogues displayed on the internet platform are not offers in a legal and business sense, but only information that makes it easier for the user to purchase goods or services directly from the merchant. Oglas hr.com is not the seller of the displayed goods and services, nor a representative or assistant of the merchant. The user and Oglas hr.com do not enter into any contractual relationship related to the displayed goods and services.

Oglas hr.com does not assume any guarantee for the completeness, currency, accuracy and quality of the goods and services displayed on the portal. In particular, it is not guaranteed that the goods and services displayed on the portal can actually be purchased under the stated conditions from the merchant in question.

The user has the option of being directed to the websites of the respective merchants, if interested. It is the user’s duty to inform himself of all necessary conditions based on the merchant’s information before concluding a contract with the merchant. Any contract is concluded exclusively between the user and the merchant.

8. Content published by the user

In order to ensure that the content published on the website complies with legal regulations, moral principles and does not violate the rights of other persons, each user of the Oglas hr.com website accepts the following rules of conduct and is obliged to respect them when using our services. If there are any changes to the provisions of the Terms and Conditions and Rules of Use concerning the content published by the user, Oglas hr.com will inform the users thereof.

9. General provisions

When publishing content, the user must be considerate and take into account the type of content he publishes. Each user is independently responsible for the content he publishes on the Oglas hr.com website.

The published content must comply with legal provisions and respect the rights of third parties.

10. Restrictions on the publication of content

The freedom to publish content is limited to the extent that the content:

• violates the rights of others

• violates legal regulations

• is contrary to moral principles

• may cause legal consequences for the user or third parties

Content published on the website must not in any case violate the following criteria:

• Animal welfare

Content that is contrary to animal welfare is prohibited, including:

• trivializing cruelty to animals

• inciting others to cause injury or suffering to animals

• harming animals

• illegal sale of animals

• Violations of consumer information regulations

The following are prohibited:

• hidden advertisements or disguised commercial communications (including influencer posts)

• insufficient information about traders

• misleading information about the characteristics of goods and services

• misleading information about consumer rights

• non-compliance with pricing regulations

• Cyberbullying

The following content is prohibited:

• mocks, abuses or harasses others

• constitutes persistent unwanted contact

• intimidates others (e.g. threatening messages)

• incites hatred or violence

• involves online stalking

• shares intimate material without consent

• includes deepfakes that use someone else’s personal features

• Online violence against women

The following are prohibited:

• abuse and intimidation of girls and women

• stalking of women online

• gender-based disinformation

• incitement to violence and hatred against women

• sharing of intimate material without consent

• deepfakes that use women’s features without consent

• Data protection violations and privacy

It is prohibited to:

• publish personal data of third parties without consent

• publish medical, financial or other confidential data

• discredit or defame individuals

• invade the honor and privacy of others

• share photos or content that use the features of third parties without consent

• biometric data violations

• data falsification

• violations of the right to be forgotten

• Illegal or harmful speech

It is prohibited to:

• incite hatred

• disparage, insult or defame individuals or groups

• target ethnic groups, religions, gender, gender identity, sexual orientation, disability, serious illnesses, etc.

• constitute hate speech

• Intellectual property infringement

It is mandatory to respect copyright and other intellectual property rights. It is prohibited to:

• share copyrighted content without permission

• infringement of designs, trademarks, patents, trade secrets

• infringement of geographical indications

• Negative impact on civic discourse or elections

Content is prohibited that:

• may negatively influence elections or civic processes

• may mislead voters

• includes fake news placed manipulatively

• constitutes foreign interference in the information space

• violates EU or national electoral regulations

• Protection of minors

Content is prohibited that:

• endangers the safety of minors

• may cause physical, psychological or moral harm

• involves sexual abuse of children

• involves deepfake materials with child features

• involves luring/sexual seduction of minors

• content that may cause physical, psychological or moral harm to minors

• material containing child sexual abuse

• material containing child sexual abuse with convincingly forged content (deepfake) or content obtained with similar technology

• luring/sexual seduction of minors

11. GDPR and Data Protection Compliance

Oglas-hr.com processes personal data in accordance with:

  • General Data Protection Regulation
  • applicable national laws of the Republic of Croatia

Data Processing Principles

We ensure that personal data is:

  • processed lawfully, fairly, and transparently
  • collected for specified and legitimate purposes
  • limited to what is necessary
  • accurate and up to date
  • stored only as long as necessary

The User explicitly agrees that:

  • all content is published at their own responsibility
  • they are fully liable for legality, accuracy, and authenticity
  • Oglas-hr.com bears no responsibility for:
    • incorrect or misleading ads
    • illegal content
    • damages caused to third parties

Payments and Transactions

Oglas-hr.com is not a party in transactions between users.

Therefore, Oglas-hr.com:

  • does not guarantee payment security between users
  • is not responsible for failed transactions
  • is not liable for fraud, scams, or financial loss

All payments made for platform services are:

  • final (unless explicitly stated otherwise)
  • used at the user’s own risk

13. Right to Remove Content Without Prior Notice

To maintain platform quality and legal compliance, Oglas-hr.com reserves the absolute right to:

  • remove any advertisement
  • suspend or delete user accounts
  • restrict access to services

  • suspected fraud or scam

  • inappropriate, offensive, or harmful content
  • violation of these Terms

Oglas-hr.com also reserves the right to:

  • automatically detect and remove content using algorithms
  • manually review and moderate listings

Users acknowledge that removal decisions are final and may be made at the sole discretion of Oglas-hr.com.


14. Content Monitoring and Moderation Policy

Oglas-hr.com actively works to ensure a safe and trustworthy marketplace.

Monitoring Methods Include:

  • automated systems (AI/algorithms)
  • manual review by moderators
  • user reports and complaints

Platform Actions May Include:

  • content removal
  • temporary suspension
  • permanent account ban
  • reporting to authorities (if required by law)

Oglas-hr.com is not obligated to:

  • monitor all content in real time
  • provide justification for moderation decisions

15. No Warranty Clause

The Platform is provided on an “as-is” and “as-available” basis.

Oglas-hr.com does not guarantee:

  • uninterrupted service
  • error-free operation
  • accuracy of listings
  • successful transactions

Users use the Platform entirely at their own risk.

16. Legal Jurisdiction

These Terms shall be governed by and interpreted in accordance with the laws of the Republic of Croatia.

All disputes arising out of or in connection with these Terms, as well as the use of the Platform, shall be subject to the exclusive jurisdiction of the competent court in Zadar, Croatia.

Notwithstanding the above, where applicable and required by mandatory law, international regulations, or the nature of the dispute, the matter may be submitted to a competent international or supranational court, including but not limited to the Court of Justice of the European Union or other relevant international judicial authorities.
